Not every video that is streamed can be latched onto, but most can. Almost all webcam streams can be obtained. Most online videos can be taken too. People don't want people like me to be able to save streams; they do what they can to make the streams difficult to find or latch onto (it's a game of cat 'n' mouse).
Converting a file format to another, is pretty straightforward, once you learn the format of the original file, and the format of the resulting file. I'm sure there are programs you can buy, that make the converting process easy.
